Thematically, Alan Rosenthal argues that despite the popular perception that legislatures are autocratic, arbitrary, isolated, unresponsive, and up for sale, legislatures are, in fact, extraordinarily democratic and becoming more so.

He concludes, furthermore, that the dangers to representative democracy today are substantial.
