This publication lists all competent national authorities empowered to issue certificates and authorizations for the import and export of narcotic drugs and psychotropic substances in accordance with the provisions of article 18 of the Single Convention on Narcotic Drugs of 1961 and article 16 of the Convention on Psychotropic Substances of 1971.

This listing of national authorities is issued pursuant to the 1961 Convention and the 1971 Convention.

It follows the practice established following the entry into force of the 1931 Convention for Limiting and Regulating the Distribution of Narcotic Drugs, which was brought under the aegis of the United Nations by the 1946 Protocol amending the latter convention.

Its contents are based on data provided to the Secretary-General in the annual reports on the working of the international drug control treaties by States both parties and non-parties to the relevant treaties
