The task of managing and growing cities in developing countries such as Uganda has become increasingly complex.

High rates of population growth and significant rural urban migration without adequate expansion of healthcare services and basic infrastructure such as roads and housing has contributed to the rapid growth of slums.

As a result, governments of developing countries are devolving authority to local levels in public administration in an attempt to decentralize service delivery in areas of healthcare, infrastructure development, and management of poverty alleviation.

However, the capacity, quality and abilities of leaders in the public sector to steer and implement the necessary changes have been questioned over the years.

Addressing the development challenges in resource constrained countries like Uganda requires a new breed of public service leaders with a unique leadership style that challenges the status quo, and ensures accountability and adequate service delivery to the citizens of these countries.
