Description

Environmental threats do not respect national borders.

Governments have realized that to avert this danger they must notify and consult each other on all major projects under consideration that might have adverse environmental impact across borders.

The Espoo Convention is a key step to bringing together all stakeholders to prevent environmental damage before it occurs.

The Convention entered into force in 1997. It was complemented by the Protocol on Strategic Environmental Assessment (Kyiv, 2003).

The publication contains the English, French and Russian versions of the text of the 1997 United Nations Economic Commission for Europe (UNECE) Convention on Environmental Impact Assessment in a Transboundary Context, as amended on 27 February 2001 and on 4 June 2004, further to the entry into force of the 2004 amendment on 23 October 2017.
