This study, originally a Ph.D. thesis accepted in the University of Bir- mingham, is intended to present a critical analysis of some important problems of development financing.

The boundaries of our subject-mat- ter will be defined as follows.

First of all, the discussion will be confined to the problems of a particular country: Turkey, during a particular period of time: the period of the First Five-Year Development Plan of 1963-67.

Secondly, the problems to be discussed will be chosen from among those concerning the saving aspect of development financing.

It has now become a widely used method in the literature to assume a dichotomy between the saving and investing aspects of the process of development financing.

Thirdly, even within the saving aspect of development financing, no claim will be made to comprehensiveness.

Preference will be given to analyzing in depth a few main questions rather than touching upon everything con- cerning our subject.

The study begins with an introduction to the social and economic framework of Turkey in Chapter 1, in which emphasis is given to factors that bear upon the problems to be discussed in the following chapters.
