This comparison may not be mechanically applied from one region to another because of differences relating to political environment, historical socio-economic background and the time schedule of reforms.

Hence it constitutes mainly an appreciation of the transformation processes which have taken place in Latin America within the perspective of their hypothetical relevance to the situation in Central-East Europe.
