Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility.

If there had been another statesman of Prince Metter nich's crafty and unprincipled ability to reorganize the rulers through another alliance after 1848, similar to The Holy Alliance which he created in 1815, freedom might have been much further off.

But it was not until our day that another man arose who wished to control the peoples of other nations besides his own.

This man was William Hohenzollern, the former emperor of Germany.

The way for him, however, had been prepared by an earlier Prus sian statesman, Otto von Bismarck, who took up and per fected the idea of autocracy in Germany when all the other nations, except Russia and Austria, were winning their liberties from kings and princes.
