Documentary about the conflict between the Philadelphia Police Department and the radical black liberation group MOVE. Originally conceived as an African American organisation advocating a greener lifestyle, founded by John Africa, it wasn't long before the group drew the unwanted attentions of the Philadelphia community, its mayors and the police.

Their increasingly radical methods led to an escalating conflict with the city which culminated in the disastrous bombing of the group's communal house in 1985.

Police and fire services were instructed to let the fire burn leading to the destruction of 65 houses and the loss of eleven lives including five children.
