Stormwater Manufactured Treatment Devices: Certification Guidelines provides a framework for regulatory agencies to create verification and certification programs for stormwater treatment systems.

To meet regulatory requirements for treating stormwater runoff before it reaches receiving waters, many communities are looking for compact systems, especially in areas where land is not readily available.

Manufacturers have responded with a wide range of structural best management practices (BMPs), which are also known as stormwater control measures (SCMs) or manufactured treatment devices (MTDs).

This book assists regulators and end users in assessing the efficiency of MTDs.

It also provides guidelines to help regulators establish certification programs for these devices.

The authors address seven critical components in the development of design criteria, testing, verification, and certification of MTDs: laboratory testing; scaling relations; field testing; data reporting; data analysis and performance evaluation; inspection and maintenance; and verification and certification.

In addition, examples of certification programs from different regions of the United States are briefly described. For environmental regulators at the federal, state, and local levels, as well as owners and managers of stormwater management facilities, this book fills a knowledge gap in ensuring that stormwater treatment measures achieve their intended purpose of cleaner runoff to the nation’s water environment.
